Dear Governor Newsom:
We are Legal Cannabis for Consumer Safety (LCCS), a coalition representing California’s
largest licensed cannabis growers, manufacturers, associations, retailers, testing labs,
advocates, and marketplaces. LCCS is committed to understanding the causes of lung illnesses associated with vaping — also referred to as EVALI or VAPI — and implementing fact-based actions to address these issues and ensure consumer health and safety.
LCCS was established on the foundation of a unified voice from legal cannabis businesses. We represent one of the most highly-regulated consumer facing industries in California, and remain dedicated to ensuring Californians have access to safe, tested, legal cannabis.
Together, we wish to emphasize that the licensed cannabis industry is committed to working
with regulators to identify the cause of EVALI. We support and urge regulators to take
fact-based actions to address the complexities of the issues at hand. We agree: It is
unacceptable that Californians face risks from unregulated and unsafe vapes. It is also critical
that — like any other public health issue — we implement effective solutions that are based on data and facts, rather than fear, to address the root cause of these issues.
Over 30 million legal, licensed cannabis vaporizer cartridges have been sold in California since January 2018, providing a wealth of information on consumer habits. These legal products present an important option for adult consumers and patients. As the stewards of this supply chain, we are eager to engage in efforts to further heighten the safety of cannabis vaping and mitigate the risks posed by the burgeoning illicit market. Collectively, we offer expertise in device manufacturing, concentrate formulation, toxicology, molecular science, product testing, cannabis cultivation, manufacturing, sales, and other stages of the legal cannabis industry.
Given the Administration's current review of vaping-related policy, we respectfully request a
meeting with you and your administration to discuss this issue and the enclosed policy
recommendations, while also recognizing the enormous current focus on fire response. We
